Equalization litigation in Tennessee and the fiscal changes
Abstract
The primary purpose of this study was to explore and compare the fiscal changes as a result of a lawsuit on behalf of 88 small school districts in the state of Tennessee. The lawsuit, Tennessee Small School Systems vs. McWherter, help to create a new funding system called the Basic Education Program or BEP. This study compares five years before the lawsuit to five years after the full implementation of the program. The years studied before the lawsuit was (1987-1992) and the years after the full implementation of the BEP was (1997-2002).
